The Medal for the Defence of Moscow was awarded to all those who took part in the defense of the City of Moscow. It was awarded to servicemen and civilians who took a direct part in the battles for the city. It was also awarded to the partisan fighters in the Moscow Region and the defenders of the town of Tula.

This decoration was established in May 1944.
