The Medal for the Development of the Non-Black Earth Region of the RSFSR was awarded to workers for generally no less than three years' intensive labor in sovkhozes, kolkhozes, enterprises, organizations, and establishments directly connected with the agricultural non-black earth zones of the RSFSR.
